A Tanger Med business setup does not mean setting up “inside the port”. Three distinct realities share the name: the port complex, the public agency TMSA and its subsidiary Tanger Med Zones, which develop and manage activity zones, and those zones themselves (Tanger Free Zone, Tanger Automotive City, Tetouan Shore, Tetouan Park, Fnideq). They are not “Tanger Med free zones” but separate areas, some of which fall under the industrial acceleration zone (IAZ) regime of Law No. 19-94. Choosing the right zone for your activity and understanding the authorisation circuit, customs and foreign exchange controls: this is what an investor must master before signing.
In brief. “Tanger Med” refers to a port, a public group (TMSA) and a platform of activity zones managed by its subsidiary Tanger Med Zones. You set up in a specific zone: Tanger Free Zone (industry and related services, opened in 1999), Tanger Automotive City (automotive supply chain), Tetouan Shore (offshoring), Tetouan Park (SMEs serving the domestic market) or the logistics zone inside the port perimeter. Zones under the IAZ regime give a full corporate income tax (CIT) exemption for the first 5 financial years, followed by taxation according to the company’s situation, a suspensive customs regime and free foreign exchange for transactions with abroad. The operating authorisation is issued by the wali on the binding opinion of a local commission, which must decide within 30 days (Article 12, Law 19-94).

Tanger Med: a port, a developer or a free zone?
The confusion is common and costs time. “Tanger Med” covers three levels that must be separated before any step is taken.
1. Tanger Med port. This is the port complex on the Strait of Gibraltar, east of the city of Tangier, operated by Tanger Med Port Authority. You do not incorporate an industrial company there: the port hosts terminals, handling operators, freight forwarders and, within its customs perimeter, a logistics zone dedicated to value-added activities (storage, labelling, packaging), presented by the developer under the name Medhub.
2. TMSA and Tanger Med Zones: the developer-manager. Tanger Med Special Agency (TMSA) is the public agency behind the project. According to the group’s official website, its subsidiary Tanger Med Zones is the developer, operator and manager of the zones of the industrial platform: Tanger Free Zone, Tanger Automotive City, Tetouan Shore, Renault Tanger Med, Tetouan Park and the Fnideq Economic Activity Zone. Under Law 19-94 it is the “development and management body” (Articles 4 and 5): it services land, lets buildings and plots, ensures security and receives and examines authorisation applications before presenting them to the local commission. Tanger Med Zones is therefore not a free zone: it is the counterpart that opens the door to one.
3. The zones themselves. Each zone is created by a regulatory act that sets the nature of the activities allowed (Article 2). The Tangier export free zone was created by Decree No. 2-96-511 of 10 November 1997, and the concession of its development approved by Decree No. 2-98-99 of 4 February 1998 in favour of the company Tanger Free Zone; both texts are published by the Ministry of Industry and Trade. It is in a specific zone that your company will be authorised, domiciled and audited.
Which zones does Tanger Med Zones manage, and who are they for?
The table summarises each zone’s stated purpose as described on tangermed.ma and tangermedzones.com, without surface areas or company counts: these figures change and should be checked with the developer at the time of your project.
| Zone | Purpose stated by the developer | Typical investor profile |
|---|---|---|
| Tanger Free Zone (TFZ) | Morocco’s first free zone, opened in 1999; multi-sector industry and related services | Exporting manufacturer, subcontractor, service provider to manufacturers |
| Tanger Automotive City (TAC) | Automotive supply chain: parts makers, logistics operators, subcontractors, near the Renault site | Tier 1, 2 or 3 supplier, automotive logistics operator |
| Renault Tanger Med | Site dedicated to the carmaker (Melloussa) | Not open to third-party setups |
| Tetouan Shore | Office space for offshoring: ITO, BPO, KPO | Shared services centre, contact centre, software publisher |
| Tetouan Park | Light-industry SMEs, trade, services and logistics serving the domestic market | SME targeting the Moroccan market |
| Fnideq Economic Activity Zone | Exclusively distribution and trade | Wholesaler, distributor |
| Logistics zone inside the port perimeter (Medhub) | Value-added logistics under a single customs perimeter | Logistics operator, regional distribution platform |
Two clarifications. Not all these zones fall under the same regime: Tetouan Park, aimed at the domestic market, and Fnideq, dedicated to trade, do not follow the export logic of Law 19-94, which prohibits retail sales inside IAZs (Article 40). In addition, Mohammed VI Tangier Tech City, 467 hectares of which are designated as an IAZ according to the Ministry of Industry, is not managed by Tanger Med Zones even though it appears on the map published by TMSA. Our Tangier free zones hub details each site.
Port logistics, industry or services: where do you actually set up?
The right zone depends on your activity, your market (export or domestic) and your property needs. Tanger Med Zones offers several formats: ready-to-use buildings, built-to-suit units, serviced plots and an SME-oriented offer. The table matches activity with the likely destination.
| Your activity | Likely destination zone | Point to watch |
|---|---|---|
| Port logistics, transit, regional distribution | Logistics zone inside the port perimeter; otherwise TFZ or TAC for a components warehouse | Inside the port perimeter the counterpart is Tanger Med Port Authority; in an industrial zone, Tanger Med Zones |
| Exporting industry other than automotive | Tanger Free Zone | Check that the activity falls within the zone’s founding act (Article 2) |
| Automotive supplier or subcontractor | Tanger Automotive City, or TFZ depending on availability | Consistency of your customs regime with the OEM’s (inter-zone flows) |
| Offshoring, shared services, engineering | Tetouan Shore; TFZ for services related to installed manufacturers | The IAZ regime targets services “related” to industry (Articles 1 and 3): define the corporate purpose carefully |
| SME targeting the Moroccan market | Tetouan Park or an ordinary industrial estate | No IAZ regime: standard tax and customs rules |
| Trading and distribution | Fnideq Economic Activity Zone | Strictly commercial purpose |

What is the tax regime of a company established in a Tanger Med IAZ?
Law No. 19-94, promulgated by Dahir No. 1-95-1 of 26 January 1995, established the export free zone regime, since renamed industrial acceleration zones. Its original tax provisions have been carried over and updated in the General Tax Code (CGI), which alone is authoritative.
Corporate income tax. Article 6-II-B-8° of the CGI grants IAZ companies a full exemption for the first five consecutive financial years from the start of operations, followed by taxation according to the company’s situation. The target scale of Article 19 has applied since 2026: a standard rate of 20%, 35% above MAD 100 million of net profit, with IAZ companies expressly excluded from the latter rate. Our article on corporate tax in Morocco in 2026 details the scale.
Minimum contribution. Rate of 0.25%, minimum of MAD 3,000, with an exemption for the first 36 months of operations, capped at 60 months after incorporation (Article 144 CGI).
Dividends. Withholding tax of 10% in 2026 (Article 19-IV-B CGI), subject to tax treaties.
Other taxes. Law 19-94 exempted from registration duties the deeds of incorporation and capital increase and the acquisition of land for the project (Article 27), and exempted from VAT the supplies and services rendered to the zones from the taxable territory (Article 33); these measures now sit in the CGI, whose current wording must be checked. Finally, the principle of Article 43, which made the law’s benefits exclusive of any other investment incentive, is currently evolving: its present scope and the possibility of combining it with investment charter grants are assessed case by case — contact Cabinet Dami & Associés.
How do you obtain the operating authorisation in a Tanger Med zone?
This is Chapter III of Law 19-94, often underestimated: in an IAZ you do not simply move in, you are authorised.
- Filing with the developer. The application is submitted to the development and management body, i.e. Tanger Med Zones for TFZ or TAC (Article 11), with the documents and undertakings required by the zone’s internal regulations (Article 14): project, activity, investment, jobs, timetable.
- Local commission. After examination, the developer submits the file to the local zones commission, chaired by the wali or governor and made up of the administrations concerned, the presidents of the municipal councils and the president of the chamber of commerce and industry (Article 11).
- Decision within 30 days. A decision must be taken within thirty days of filing against receipt; after that period the application is deemed accepted and the developer must notify the investor (Article 12).
- Authorisation by the wali. Granted on the binding opinion of the commission, it exempts the investor from any other formality relating to the buildings and facilities of the project (Article 11) and sets the completion deadlines and specific conditions, notably environmental (Article 13).
- Appeal. Any refusal must be justified by the nature of the activity with regard to the zone’s founding act. The investor has eight days to refer the matter to the Head of Government, who decides within thirty days (Article 12).
The authorisation is not acquired forever: if the investment is not completed within the prescribed period, it may be withdrawn by the wali on the binding opinion of the commission, unless an extension is requested in time (Article 13). Nor does it replace the legal incorporation of the company (articles of association, trade register, tax ID, CNSS), detailed in our guide to company formation in Tangier; the two workstreams run in parallel.
Customs and logistics: how do goods move between the port, the zone and Morocco?
IAZs are parts of the customs territory removed, within the limits of the law, from customs and foreign trade legislation (Article 1). In practice:
- Goods entering an IAZ, leaving it, obtained or stored there are exempt from all duties and taxes on import, circulation, consumption, production or export (Article 21).
- Goods entering an IAZ from the taxable territory are deemed exported; goods leaving it for Morocco are deemed imported, with a deduction for the value of incorporated Moroccan-origin inputs (Article 22).
- The storage period in the zone is unlimited, unless the developer decides otherwise on account of the nature of the product (Article 39).
- Certificates of origin are endorsed by customs only after effective verification of the rules of origin (Article 24), a key point for Morocco’s trade agreements.
- Retail sales are prohibited in IAZs (Article 40) and nobody may reside there (Article 41).
Between the port and an industrial zone, or between two zones, goods move under suspensive customs regimes (transit, inter-zone transfer) supported by the developer’s digital goods-flow platforms. Trade with the taxable territory follows ordinary foreign trade rules (Article 20). Details are in our article on the import-export customs regime in free zones.
Foreign exchange controls: which rules apply to a Tanger Med company?
Chapter IV of Law 19-94 sets up a derogatory exchange regime, specified by the General Instruction on Foreign Exchange Operations (IGOC) of the Foreign Exchange Office:
- Transactions carried out with abroad by IAZ companies enjoy full freedom of exchange, whatever the nationality or residence of the operator (Article 17).
- Settlements of transactions carried out inside the zones are made exclusively in convertible foreign currencies (Article 19); hence foreign-currency accounts with a Moroccan bank, alongside a MAD account for local costs.
- Legal entities with their registered office in Morocco and Moroccan residents may invest in an IAZ only in compliance with foreign exchange regulations (Article 18).
- Transactions between the zone and the taxable territory follow ordinary foreign exchange regulations (Article 20).
This regime eases profit repatriation and payment of foreign suppliers, but demands impeccable traceability, as Foreign Exchange Office agents are empowered to record offences (Article 38). Our guide to foreign exchange controls in free zones and transfer rules goes further.
What accounting and reporting obligations apply once established?
The CIT exemption waives no formal obligation. The company keeps accounts in line with the General Accounting Standards Code, files its tax return within three months of year-end (Article 20 CGI) and, once taxable, pays four instalments (Article 170). VAT is filed monthly or quarterly depending on turnover (Article 108), the salaries return is filed before 1 March (Article 79) and CNSS returns are monthly.
Zone-specific obligations come on top: Article 42 of Law 19-94 requires companies to provide the developer with the documents needed to monitor their activity, on pain of the sanctions of Article 36 (warning, fine, withdrawal of authorisation). An SA appoints a statutory auditor (Law 17-95); an SARL must do so once its turnover excluding VAT exceeds MAD 50 million (Article 80, Law 5-96). Finally, keeping accounts in foreign currency and MAD, with flows under several customs regimes, requires rigorous set-up from the first year: see our accounting and reporting obligations in free zones.
Tanger Free Zone, Tanger Automotive City, Tanger Tech: why a chartered accountant on site?
The Tanger Med zones form a dense but scattered ecosystem: Tanger Free Zone adjoins Tangier airport, Tanger Automotive City lies near the Renault site in Melloussa, Mohammed VI Tangier Tech City stretches between the two, and the port sits to the east, on the strait. The investor deals with the developer, the local commission, customs, the Foreign Exchange Office, the Directorate General of Taxes (DGI) and the CNSS.
Cabinet Dami & Associés is based inside Tanger Free Zone (Espace N°27, Lot 43B, 90000 Tangier). This physical presence changes the daily life of a file: filing and following up applications with Tanger Med Zones, coordination with the zone’s customs office, responsiveness in the event of an audit and knowledge of the practices of TFZ, TAC or Tanger Tech. With automotive being Morocco’s leading export sector since 2025 according to the Foreign Exchange Office, parts makers account for a large share of files, but the method applies equally to aerospace, logistics or services. When choosing your free zone accountant in Tangier, check their registration with the Order of Chartered Accountants (Law 15-89) and their actual practice of the IAZ regime.
Common mistakes when setting up at Tanger Med
- Looking for a “Tanger Med free zone” that does not exist. The port is not an industrial location and Tanger Med Zones is not a free zone: target TFZ, TAC, Tetouan Shore or another specific zone.
- Incorporating the company before securing the zone authorisation. A registered company whose activity is refused ends up with no registered office and no suitable tax regime.
- Describing the activity poorly. Refusals can only be justified by the nature of the activity with regard to the zone’s founding act (Article 12): a vague description or trading presented as industry blocks the file.
- Believing “then 20%” is written in the law. After the five exempt years, taxation depends on the company’s situation; build it into the business plan.
- Neglecting the foreign-currency account. Intra-zone settlements are made in convertible currencies (Article 19).
- Letting the completion deadline slip. The authorisation may be withdrawn (Article 13); request the extension before the deadline.
- Selling into Morocco without planning for customs. Any exit to the taxable territory is an import subject to duties and taxes (Article 22).

FAQ — Tanger Med business setup
Can you incorporate a company directly in Tanger Med port?
No, except for port and logistics activities carried out inside the port perimeter, which fall under Tanger Med Port Authority. Industrial and service projects set up in the zones managed by Tanger Med Zones, notably Tanger Free Zone and Tanger Automotive City.
Is Tanger Med Zones a free zone?
No. It is the development and management body within the meaning of Articles 4 and 5 of Law 19-94: it develops, lets, secures and examines authorisation applications. The free zone is the area created by decree, for example the Tangier export free zone (Decree No. 2-96-511).
How long does the operating authorisation take?
The local commission must decide within 30 days of the file being lodged against receipt with the developer; after that, the application is deemed accepted (Article 12, Law 19-94). This period covers neither the preparation of the file nor the legal incorporation of the company.
What is the CIT rate after the first five years?
Article 6-II-B-8° of the CGI provides a full exemption for the first five financial years from the start of operations, followed by taxation according to the company’s situation. IAZ companies are in any case excluded from the 35% rate applicable above MAD 100 million of profit.
Can a Moroccan company set up in a Tanger Med zone?
Yes, but legal entities with their registered office in Morocco and Moroccan residents may invest there only in compliance with foreign exchange regulations (Article 18, Law 19-94), and the activity must be export-oriented or related to industry, in line with the zone’s founding act.
Conclusion
A Tanger Med business setup first means translating the name into a specific zone: the port for logistics under the customs perimeter, Tanger Free Zone or Tanger Automotive City for exporting industry, Tetouan Shore for services, Tetouan Park or Fnideq for the domestic market and trade. Once the zone is identified, the path is mapped by Law 19-94: local commission authorisation within 30 days, suspensive customs regime, free foreign exchange with abroad, CIT exemption for five years followed by taxation according to the company’s situation. Success depends less on knowing the benefits than on the rigour of the initial file and of the accounting that follows. A chartered accountant based inside Tanger Free Zone saves you exactly that time.
