Free Zone Accountant in Tangier: Duties and Obligations

Sommaire

A free zone accountant in Tangier supports companies established in Tanger Free Zone, Tanger Automotive City and the Mohammed VI Tanger Tech City with their accounting, taxation and compliance with the industrial acceleration zone (IAZ) regime. In an environment where the tax advantage depends on strict compliance with eligibility conditions, the firm’s role is twofold: optimise and secure. Cabinet Dami & Associés, a chartered accounting and statutory audit firm based in Tanger Free Zone, right next to the Tanger Med platform, sets out here the concrete duties of a chartered accountant dedicated to the free zones of Tangier.

In brief. A company established in a Tangier free zone benefits from the industrial acceleration zone regime (Law No. 19-94), but this advantage is conditional: it requires accounts kept under Moroccan law, tax and social security returns filed on time, and flawless traceability of flows with the taxable territory. The free zone accountant in Tangier secures these three conditions. The firm operates in Tanger Free Zone, Tanger Automotive City, Tanger Tech (Mohammed VI City) and on the Tanger Med platform, across four areas: accounting, taxation, payroll and social security, company formation and legal follow-up.

Why a free zone specialist accountant in Tangier?

The free zones of Tangier fall under a specific tax regime (IAZ, formerly Law 19-94) that cannot be improvised. An exporting company enjoys significant exemptions there, but these benefits are conditional: the export nature of the activity, compliance with reporting obligations, traceability of flows. A misclassification or a poorly calibrated return can lead to the exemptions being challenged during a tax or customs audit.

A generalist chartered accountant knows Moroccan accounting; a free zone specialist chartered accountant additionally knows the subtleties of the IAZ regime, foreign exchange regulations and the practices specific to the Tangier zones. It is this specialisation that genuinely secures the tax advantage.

The duties of a free zone accountant in Tangier

Accounting and bookkeeping

Bookkeeping in line with Moroccan standards, preparation of financial statements, cost accounting tailored to an export activity. This is the foundation on which everything else depends — see our accounting and reporting obligations in free zones.

Taxation and securing exemptions

Management of tax returns, monitoring of the CIT exemption period and the post-exemption period. The CIT rate applicable after the first 5 financial years depends on each company’s situation — in particular the export nature of the activity and whether or not there is local turnover (so-called “mixed” activity). Cabinet Dami carries out a tailored study to determine the regime and rate exactly applicable to your case.

Payroll, social security and CNSS

Preparation of payslips compliant with the Labour Code, CNSS and AMO returns, handling of employee specifics (including expatriates) — a key area for Tangier manufacturers employing a large workforce.

Company formation and legal support

From the feasibility study to registration: choice of legal form (SARL, SA, branch), establishment agreement, formalities. See our free zone company formation service.

In which Tangier free zones do we operate?

Speaking of “the” Tangier free zone is a shortcut: the region has several, each with its own sector positioning. They all fall under the same legal regime — that of the industrial acceleration zones established by Law No. 19-94 — but the ecosystem, industrial neighbours and logistical constraints differ from one site to another. The choice of site has concrete operational consequences for a project’s accounting and taxation.

Zone Positioning Accounting point of attention
Tanger Free Zone (TFZ) The region’s historic zone, opened in 1999; diversified industrial and service activities Mixed activities: the cost-accounting split between export flows and local flows must be set up from the moment the books are opened
Tanger Automotive City Automotive industry and parts suppliers — the automotive sector has been Morocco’s leading export sector since 2025 (Foreign Exchange Office) Cascading subcontracting and intra-group flows: transfer pricing documentation to be anticipated
Tanger Tech (Mohammed VI City) Industrial hub and smart city; 467 hectares designated as an industrial acceleration zone (Ministry of Industry and Trade) Recent projects, often in the investment phase: monitoring of fixed assets and of the count of exempt financial years
Tanger Med platform Port and associated activity zones Suspensive customs regimes: stock records must be reconciled with the accounting entries

Useful clarification: Tanger Med Zones, a subsidiary of TMSA, is the developer-manager of several of these sites (Tanger Free Zone, Tanger Automotive City, Tetouan Shore and Tetouan Park, Fnideq) — it is not a free zone in itself. A company sets up in a zone, not “with” the developer.

If your project has not yet been decided, we have detailed the selection criteria in our comparison which free zone to choose in Tangier, as well as two operational guides: setting up a company in Tanger Tech and setting up a company in Tanger Automotive City.

What obligations apply to a company in a Tangier free zone?

IAZ status does not exempt a company from its obligations. A company established in Tangier must in particular: keep regular accounts, file its annual tax and statistical returns, meet its social security obligations (CNSS, payroll, AMO) and be able to demonstrate compliance with the conditions of the regime (export destination, eligible activity). These are precisely the elements that a dedicated chartered accountant handles and documents. The applicable framework is the General Tax Code, available on the portal of the Directorate General of Taxes (DGI).

Chartered accountant or statutory auditor: who does what?

The confusion is common among investors setting up in Tangier, and it has practical consequences: the two engagements are distinct, and the same person cannot hold both for the same company.

The chartered accountant is a professional registered with the Order of Chartered Accountants of Morocco (Law No. 15-89). They act for the company: they keep or supervise the accounts, prepare the financial statements, prepare tax and social security returns, and advise on structuring and management choices. This is a contractual support engagement.

The statutory auditor acts on the company, on behalf of the shareholders and third parties. Their engagement is a legal audit: they certify that the annual accounts are regular and true and fair, and issue a general report and a special report. It is mandatory for public limited companies (SA, Law No. 17-95) and, for SARLs, when turnover excluding tax exceeds 50 million dirhams (Article 80 of Law No. 5-96). It may also be required by the articles of association or requested by shareholders representing at least 10% of the share capital.

A medium-sized company established in Tanger Free Zone or Tanger Automotive City may therefore be concerned by both at the same time — with two different professionals. We cover the subject in detail in our article on statutory audit in free zones.

The tax and social security calendar of a company in a Tangier free zone

The industrial acceleration zone regime reduces taxation; it does not waive any reporting obligation. A Tanger Free Zone company files the same returns as an ordinary-law company — a single delay is enough to jeopardise the tax advantage. Here are the key deadlines.

Obligation Frequency / deadline Reference
Tax return and filing of financial statements Within 3 months of the financial year-end Article 20 of the General Tax Code
CIT advance payments 4 instalments during the financial year Article 170 of the General Tax Code
Minimum contribution Rate of 0.25%; exemption during the first 36 months of operation, ending at the latest on expiry of the first 60 months following incorporation; minimum amount of MAD 3,000 for companies subject to CIT Article 144 of the General Tax Code
VAT returns Monthly or quarterly depending on turnover Article 108 of the General Tax Code
Annual salaries and wages return Annual, before 1 March Article 79 of the General Tax Code
Salary declaration and payment of CNSS contributions Monthly CNSS
Withholding tax on distributed dividends At the time of distribution — 11.25% rate in 2026 General Tax Code

What changes in a free zone is not the calendar but the burden of proof. The full corporate income tax exemption for the first five consecutive financial years, then taxation according to the company’s situation, rest on a classification that the tax authorities can audit. Three documents are systematically requested: the authorisation to operate in the zone, evidence of flows with the taxable territory, and the accounts that make it possible to link them.

On the most technical points, we have published dedicated guides: VAT in Moroccan free zones, professional tax in free zones and payroll management and CNSS in free zones. Social security deadlines are detailed on the website of the CNSS (National Social Security Fund).

What the engagement actually covers — and what its absence costs

Firm’s task Deadline What the company risks without it
Bookkeeping and financial statements (CGNC) Ongoing, annual closing Accounts deemed non-probative in the event of an audit: the burden of proving compliance with the regime’s conditions shifts against the company
Tax package and income tax return Within 3 months of year-end Penalties and late-filing surcharges; possible challenge to the count of exempt financial years
VAT returns Monthly or quarterly depending on the regime Adjustments, challenge to the right of deduction, reassessment on flows to the local market
CNSS and AMO returns, payroll Monthly CNSS reassessment with back contributions, surcharges, labour court disputes over payslips
Evidence of export destination Permanent, documented every financial year The major risk: reclassification of the activity and retroactive challenge to the exemptions
Monitoring the end of the exemption period As the 6th financial year approaches Improvised tax treatment at the moment the company becomes taxable, with no cash-flow planning

This last line is the one companies underestimate the most. The full corporate income tax exemption for the first five consecutive financial years creates management habits that backfire in the sixth: the rate applicable thereafter depends on each company’s situation and must be anticipated, not discovered.

How to choose your chartered accountant in Tangier: 7 criteria

Not all accounting firms in Tangier handle free zones. Here are the questions that genuinely separate the candidates.

1. Registration with the Order. Only a professional registered with the Order of Chartered Accountants of Morocco may practise as a chartered accountant (Law No. 15-89). This can be verified, and it is the first filter.

2. Real experience of the IAZ regime. Ask how many industrial acceleration zone files the firm has handled, and on which sites. The difference between a generalist firm and a specialist firm shows at the first audit.

3. Physical presence in Tangier. Dealings with the customs administration, the zone developer and local banks are settled faster with a contact on site. Our office is located in Tanger Free Zone.

4. Command of foreign exchange controls. Profit repatriation, foreign currency accounts, payments abroad: this is the issue that most often stalls foreign-capital projects.

5. Ability to cover payroll and social security. Tangier’s industrial zones employ many people, with large headcount variations. A firm that outsources payroll loses responsiveness.

6. Upstream support, not just downstream. The choice of legal form, the amount of share capital, the link with a parent company abroad: these decisions are made before registration and are costly to correct afterwards.

7. Transparency on scope. What is included, what is not, what falls under a one-off engagement. A clear quote is better than a vague package.

On the budget side, we have documented a project’s cost items in our article on the cost and timeline of setting up a company in a free zone, and the details of the regime in our guide to IAZ tax benefits.

Accounting firm in Tangier: free zone or ordinary law?

Not all companies in Tangier are in a free zone, and not all of them would benefit from being there. A company selling on the Moroccan market — retail, consumer services, local construction — falls under ordinary law: it is not eligible for the industrial acceleration zone regime, which requires establishment in an approved zone and an export-oriented activity.

The choice arises mainly for mixed projects, which serve both foreign customers and the domestic market. There, the decision rests on three elements: the actual share of export turnover, the cost of setting up in the zone, and the additional administrative burden of flow traceability. A costed simulation over three financial years usually settles the question better than reasoning in principle.

In both cases, the underlying accounting obligations are the same: regular accounts, financial statements, returns filed on time. It is the tax regimes that differ. We compared the two situations in our article free zone or ordinary-law company in Morocco, and our payroll and HR management team operates under both regimes.

FAQ — Free zone accountant Tangier

Is a chartered accountant mandatory in a Tangier free zone?
Keeping compliant accounts and filing returns are mandatory. Using a chartered accountant is not systematically required to get started, but it is strongly recommended to secure exemptions and compliance.

What is the CIT rate for a company in a Tangier free zone?
After the full exemption for the first 5 consecutive financial years, the applicable rate depends on each company’s situation — in particular the export nature of the activity and whether or not there is local turnover (so-called “mixed” activity). Cabinet Dami determines the exact regime and rate through a tailored study.

What withholding tax applies to dividends from a free zone company?
Distributed dividends bear a 11.25% withholding tax in 2026. The effective treatment may depend on the recipient’s residence and any applicable double taxation treaty: this point is examined case by case.

Does the firm operate in all Tangier zones?
Yes: Tanger Free Zone, Tanger Automotive City and the Mohammed VI Tanger Tech City, as well as the other free zones in Morocco.

What services beyond accounting?
Company formation, tax and social security advisory, payroll and HR management, legal and administrative support.

How much does a free zone accountant in Tangier cost?
There is no regulated fee scale. Fees depend on the volume of entries, the number of employees to process in payroll, the presence of foreign currency transactions and the scope of the engagement (full bookkeeping or supervision). A costed quote requires an initial discussion about your activity and volumes.

Can you set up a company in Tangier without going through a chartered accountant?
Nothing legally requires it at the incorporation stage. In practice, the decisions taken before registration — legal form, amount of share capital, ownership structure, choice of zone — determine the applicable tax regime and are costly to correct afterwards. This is also when the application for authorisation to operate in the zone is prepared, which is reviewed by the commission provided for by Law No. 19-94.

Conclusion

In a Tangier free zone, the chartered accountant is not a mere bookkeeper: they secure a conditional tax advantage and guarantee the company’s compliance. For local, specialised support, contact the free zone experts at Cabinet Dami.
