Which Free Zone in Tangier? TFZ, Automotive City or Tanger Tech

Sommaire

Choosing your free zone in Tangier is not decided on a brochure. In fact, it comes down to six practical criteria, which we examine with each client before filing an application. They are actual sector eligibility, land availability and cost, and time to start operations. They also include logistics dependency, workforce profile and the accounting consequences of the choice. The three industrial acceleration zones of Tangier — Tanger Free Zone (TFZ), Tanger Automotive City (TAC) and the Mohammed VI Tanger Tech City — share exactly the same tax regime. So that is never where the decision is made.

For a general presentation of the free zones of Tangier, their benefits and their set-up procedures, see our dedicated page. This guide is its decision-making complement: it is for those who already understand the regime and now need to choose.

A common tax base: the IAZ regime

Whichever zone you choose in Tangier, your company falls under the regime of industrial acceleration zones (formerly export free zones, Law No. 19-94). Subject to conditions, this regime offers several benefits. First, a full corporate income tax exemption for the first 5 consecutive financial years. Second, a professional tax exemption (15 years). Third, an exemption from VAT and customs duties on operations related to the export activity. Finally, freedom of exchange and repatriation of profits. Distributed dividends bear a 11.25% withholding tax (2026). However, their effective treatment may depend on the beneficiary’s residence and on any applicable double taxation treaty.

The CIT rate applicable after the exemption period depends on each company’s situation. It turns in particular on the export nature of the activity and on whether there is local turnover (so-called “mixed” activity). That is why Cabinet Dami carries out a tailored study to determine the exact regime and rate for your case. The details of the benefits can be found on our page on the tax and social benefits of free zones.

Key point: the choice between TFZ, TAC and Tanger Tech is therefore never made on taxation, which is identical. This is the starting point for everything that follows. It is also the most common mistake made by project owners. Indeed, they compare strictly similar tax benefits instead of what really sets the zones apart.

The 6 decision criteria we examine before filing an application

1. Actual sector eligibility, not the stated vocation

Each zone has an official vocation. Yet what matters is the eligibility of your specific activity for the IAZ regime in that zone. The developer reviews a project file (activity, investment, jobs). Moreover, the dominant industrial vocation may exclude service activities that the brochure seemed to allow. This is therefore the first point to settle, even before looking at a site plan: a refusal at this stage costs months.

2. Land availability and cost

A zone that is “suitable” on paper but has no plot available in the format you need is not an option. We therefore systematically check three things. First, the existence of plots or ready-to-use buildings of the required surface area. Second, the proposed occupancy method (acquisition or long-term lease). Finally, the associated zone charges: they never appear in comparisons, but they weigh on the operating account.

3. Time to start operations

This is the most discriminating criterion between a mature zone and a zone under development. An established zone offers immediately operational units. By contrast, a recent zone offers larger, often cheaper land, but imposes a construction and connection lead time. We publish no quantified timeline: it depends on land availability, the nature of the project and the completeness of the file. In practice, the firm draws up a provisional schedule case by case, from the feasibility study onwards.

4. Logistics dependency: port or airport

A massive flow of components and finished products to Europe does not have the same constraints as light, high-unit-value production. Thus, proximity to the Tanger Med port takes precedence for containerised volumes and automotive just-in-time. However, proximity to the airport and Tangier city takes precedence for aeronautics, electronics and service activities. This criterion alone often eliminates a zone.

5. Workforce profile and labour pool

A labour-intensive wiring project, a mechatronics workshop and an export services centre do not recruit the same profiles. Nor do they recruit in the same place. The density of companies from the same sector in the zone is an advantage (trained pool, nearby subcontracting). But it is also a risk: wage competition for the same profiles. Finally, we look at commuting times from residential areas, a real determinant of staff turnover.

6. The accounting and tax consequences of the choice

Nobody anticipates this criterion. We deal with it last, because it conditions the other five. Indeed, the choice of zone determines the start date of operations. It therefore sets the starting point for counting the five financial years of CIT exemption and the fifteen years of professional tax exemption. A start-up delayed by six months thus shifts the entire tax schedule. Added to this are the structuring of flows with the local market and the treatment of sales treated as imports. Ongoing documentation of the export destination is also required. A zone decision is therefore also, always, a tax calendar decision.

How each zone performs on these six criteria

Tanger Free Zone (TFZ): the multi-sector pioneer

Created in 1999 on 400 hectares, Tanger Free Zone is the oldest free zone in the region. It lies in the immediate vicinity of Tangier city and the airport. Today, it hosts several hundred industrial and service companies. Its vocation is multi-sector: automotive, aeronautics, electronics, textiles, logistics and tertiary services related to international trade. Tanger Med Zones, a subsidiary of the Tanger Med group, develops and manages it.

On our six criteria: it is the zone with the broadest sector eligibility. It also most often offers immediately operational units, hence the shortest time to start operations. In addition, it is the best placed for an airport dependency or urban proximity. In return, available land is more constrained in surface area. Moreover, the density of companies makes wage competition a point of vigilance. It particularly suits exporting manufacturers, automotive suppliers and B2B services looking for a mature zone. To go further, see our guide on setting up in Tanger Free Zone.

Tanger Automotive City (TAC): the automotive hub

Tanger Automotive City is dedicated to the automotive industry and its equipment manufacturers. Like TFZ, its developer is Tanger Med Zones. Its major asset is direct proximity to the automotive ecosystem of the North. This includes the Renault plant in Melloussa and a wide network of connected equipment manufacturers. The zone also offers modular land and warehouses.

On our six criteria: eligibility is the narrowest here, since it is a sector zone, not a general-purpose zone. But that is precisely what makes it the best option for those who qualify. It assumes a port logistics dependency and offers a labour pool already trained in automotive trades. Immediate nearby subcontracting completes the picture. This makes TAC the logical choice for manufacturers, subcontractors and suppliers in the automotive value chain. There, they are as close as possible to their principals. Details on the Tanger Automotive City page.

Mohammed VI Tanger Tech City: the industries of the future

The Mohammed VI Tanger Tech City is the most recent and largest project: 2,167 hectares in total. It includes an industrial acceleration zone of 947 hectares — 467 ha already established as IAZ under Law 19-94 — and a smart city of 1,220 hectares. The Société d’Aménagement de Tanger Tech (SATT) leads the project. Its vocation is technologies and industries of the future: automotive, electronics, electric mobility and batteries, R&D. All of this sits in an integrated smart city environment.

On our six criteria: it is the zone of large-capacity land and large-scale projects. In addition, its integrated urban ecosystem makes housing teams easier. In return, the time to start operations weighs most heavily in the decision here. So does the prior verification of the perimeter actually classified as IAZ, hence the importance of point 3. See the Tangier Tech City free zone page and our guide to setting up a company in Tangier Tech.

Decision table: the 6 criteria zone by zone

How to decide in practice?

In practice, the decision is made in two stages. Criterion 1 eliminates: if your activity is not eligible in a zone, the discussion ends there, whatever its other assets. Criteria 3 and 6 decide: between two eligible zones, the pairing of time to start operations and tax calendar makes the real economic difference. Indeed, it determines when your exemption period starts running. Criteria 2, 4 and 5 refine the choice.

In other words: pure automotive with massive port flows → TAC. Need to start quickly with an airport dependency or an export services activity → TFZ. Finally, large-scale project with an accepted construction horizon and a need for extensive land → Tanger Tech.

Beyond the zone, it is the legal, tax and accounting structuring that secures your project: eligibility for the IAZ regime, company form, compliance of exemptions, anticipation of the end of the exemption period. This is the support provided by our free zone chartered accountant in Tangier, based in Tanger Free Zone. FAQ — Choosing your free zone in Tangier

Are the tax benefits different depending on the zone in Tangier?
No: the three zones fall under the same IAZ regime. Taxation should therefore never be used as a criterion for choosing between them. Instead, the difference lies in sector eligibility, land and time to start operations. It also lies in logistics dependency, the labour pool and the consequences for your tax calendar.

Which criterion is the most decisive when choosing?
Sector eligibility eliminates, time to start operations decides. If your activity is not eligible in a zone, the discussion ends there. Between two eligible zones, however, the start-up lead time makes the economic difference. Indeed, it determines the starting point of your five financial years of corporate income tax exemption.

Which zone for an automotive project?
Tanger Automotive City is dedicated to the sector. It offers the most direct proximity to principals and the Tanger Med port. TFZ and Tanger Tech also host the automotive industry. The choice then depends on the need for proximity to the existing ecosystem and the land format sought.

Which zone for a technology or R&D activity?
Mainly the Mohammed VI Tanger Tech City. Indeed, it is designed for the industries of the future and innovation, with the largest land capacity of the three zones.

Can you sell on the local market from these zones?
Yes, but to a limited extent: these sales are treated as imports and subject to the applicable duties and taxes. The vocation remains export, and an excessive local flow can jeopardise the benefit of the regime.

What CIT rate applies after the 5 years of exemption?
It depends on each company’s situation. It turns in particular on the export nature of the activity and on whether there is local turnover (so-called “mixed” activity). Cabinet Dami determines the exact regime and rate through a tailored study.

What withholding tax applies to dividends?
Distributed dividends bear a 11.25% withholding tax in 2026. The effective treatment may depend on the beneficiary’s residence and on any applicable double taxation treaty: this point is examined on a case-by-case basis.

How long does it take to set up?
Timelines depend on land availability, the nature of the project and the completeness of the file. That is why the firm draws up a provisional schedule from the feasibility study onwards. An average would not match any real project.

Conclusion

TFZ, Tanger Automotive City and Tanger Tech offer exactly the same IAZ tax framework. Your decision therefore hinges on six operational criteria. Among them, sector eligibility and time to start operations are the most discriminating.
